Black Sea deepwater blocks

By John Roberts & Stuart Elliott
September 2 - There are high expectations that the Silistar deepwater block in the Black Sea -- Bulgaria's first ever -- could contain major oil and gas resources.
However, Gazprom-controlled Bulgarian gas company Overgas and three little known companies were the only bidders for the deepwater block, an energy ministry source said September 2.
In addition to Overgas, ostensibly a gas distribution company, the other bidders were Bulgarian explorers Prouchvane I dobiv na neft i gas and Lederbel, and US-based exploration company Integrity Towers.
The energy ministry has formed a special commission to examine the bids. "The commission will now review and rank the bids," the source said September 2, without saying when a winner would be announced.
Silistar, which covers a vast area of 6,935 sq km, is the first major exploration block offered in the deepwater of the Bulgarian sector of the Black Sea.

Expectations had been high that Silistar could contain major oil and gas resources, and some of the world's major deepwater specialists, including France's Total and Anadarko Petroleum and ExxonMobil of the US, had been rumored to be preparing to bid.

Overgas distributes gas in Bulgaria, but moved into the upstream this year when, together with UK companies Aurelian Oil and Gas and JKX Oil and Gas, it was awarded the Provadia exploration block onshore Bulgaria.

Provadia in eastern Bulgaria covers an area of 1,787 sq km, part of which was carved out of the B-Golitza and B1-Golitza licenses in 2007.

Integrity Towers, meanwhile, has already submitted bids for the right to extract shale gas in Bulgaria, the ministry said in July.

Integrity Towers wants to drill in no less than five locations in the northeast of the country, Bulgarian newspaper Sofia Echo reported at the time.

Little is known about Prouchvane I dobiv na neft i gas, which is described as Bulgaria's only oil and gas exploration company, or Lederbel.

Chevron in June secured access to the Russian sector of the Black Sea when it agreed a deal with Russia's largest oil producer Rosneft to jointly develop the Val Shatskogo block.

Ten potential hydrocarbon structures have been identified in the Western Black Sea license area, of which five appear promising as they contain around 80% of the license area's resources, or around 860 million mt (6.3 billion barrels).

US major ExxonMobil in 2008 entered into an agreement with Turkish oil company TPAO to jointly explore deepwater prospects in the Samsun block and the eastern portion of the AR/TPO/3921 exploration license. (See related map: Hydrocarbon prospects in the Black Sea).

The first well is expected to be drilled in the first half of 2011.

In January 2010, ExxonMobil also signed an agreement with Brazil's Petrobras and TPAO to acquire a 25% interest in the Sinop, Ayancik and Carsamba sub-blocks of the AR/TPO/3922 deepwater license.

In July Romania also joined the race to develop Black Sea offshore deposits by awarding five exploration licenses to an array of international companies and consortia in its latest licensing round.

The bidding round, the country's 10th, was the first to be held in Romania since a long-standing dispute with Ukraine over maritime boundaries in the Black Sea was resolved by the International Court of Justice in the Hague last February.

A consortium comprising Russia's Lukoil and the US' Vanco won two licenses in the area – Trident and E Rapsodia – while another made up of the UK's Melrose Resources and Romania's Petromar Resources won two other licenses, E Cobalcesacu and Muridava.

The fifth offshore block -- Luceafarul -- was awarded to Romania's Petro Ventures.

And after a long time at the negotiating table, Canada's Sterling Resources hopes to be able to drill the Eugenie well in the Pelican block in the Black Sea later this year.

UK Melrose Resources took half of Sterling's 65% stake in December 2008, but the two have been unable to secure regulatory approval.

Sterling considers that both the Pelican XIII and Midia XV blocks have considerable potential and the operator carries exploration potential of in excess of 1 billion barrels of oil equivalent of petroleum initially in place on an 'unrisked' basis for the remaining undrilled leads.

ExxonMobil already holds a license, together with Petrom, to develop the huge offshore Neptun block, which covers some 9,900 sq km in water depths ranging from 50 to 1,700 meters.

The companies started a vast 3-D seismic program at the block late last year.

Vanco also has the license to develop the giant Prykerchenska block in Ukraine's sector of the Black Sea, though it is still in talks with Kiev about the status of its license.
